"The Nineteenth Fleet" (aka, "The Zippered Fleet") was a collection of "mothballed" ships at U.S. Navy Shipyard. The smaller ships shown are attack destroyers that have been cleaned, their hulls painted with anti-fouling paint and their armaments covered with a cocoon to protect from dampness, and dehydration equipment installed.
